Indira Gandhi National Open University (IGNOU) Regional Centre Srinagar was established in February 1999 to provide the higher education to the masses of Kashmir Division including Leh and Kargil.

It started its functioning from the campus of Kashmir University with jurisdiction over the valley of Kashmir and the districts of Leh, Kargil and Tangdhar with just four Study Centers, 14 programmes and around a thousand learners.
