The Contract means the documents forming the tender and acceptance thereof and the formal agreement executed between the competent authorities on behalf of NBCC. The contractor, together with the documents referred to therein including these conditions, the specifications, designs, drawings and instructions issued from time to time by the Engineer-in-Charge and all these documents taken together, shall be deemed to form one contract and shall be complementary to one another.
